You may be facing the above issue due to the non-updated device driver as the device is working in a good condition on every other software but Windows 10. I suggest you to try updating the SD card reader driver from the Device manager by following the steps below and check if the issue is resolved. Right click, select ‘Update Driver Software and Search automatically’. Reboot your computer and retest. If a new driver doesn’t work, turn off power saving. Navigate to Control Panel, Hardware and Sound and Power Options. Select ‘Change power settings’ next to the active power plan. Select ‘Change advanced power.

Once installed, PowerSDHC must be run once after each reset to enable reading SDHC/SDXC cards. If the SD card is already inserted at the time of reset, it will need to be ejected and re-inserted after running PowerSDHC.
Driver Power State Failed
Note that for cards larger than 32GB you will need to format your SD card as FAT32 with a third-party partition manager, as the built-in formatting tools on Windows and Palm OS do not support this.
